Area History - According to one legend, Penn Valley got its name from the fact a livestock “pen” was built there in the early days. An extra “n” was added sometime later and it became “Penn Valley”. Still others speculate that it is named for a Madame Penn who had a 320 acre homestead that over time became a good part of what is now Penn Valley.
